What is the Arizona Management System? 

The more than 34,000 public servants who make up the state government share a passion for making Arizona the best place it can be to live, work and raise a family. The people who make the state run every day—from park rangers in Patagonia Lake to Motor Vehicle Division customer service representatives in Tuba City to biologists testing groundwater in Phoenix— deliver services that are essential to the health and quality of life for Arizonans. 

Anchored by a dedication to people-centered government, the Arizona Management System helps achieve ambitious statewide goals to help Arizonans thrive. AMS is an intentional, outcomes-driven approach to doing the work of state government so that every employee at every level is empowered to improve the lives of the people we serve through measurable improvement and sustainable progress.

At its most basic level, the Arizona Management System is about:

  • Investing in the development and support of our people as we build a sustainable and productive culture
  • Setting a bold vision with ambitious goals for Arizona and measuring our performance and progress 
  • Challenging ourselves to make tomorrow a little better than today, using continuous improvement best practices

Within these three core groups are individual elements that help define how the work of state government gets done. Each of these elements is important to the success of the Arizona Management System and the work employees do. These elements connect and support each other and help drive a high-performance culture with a deep respect for people. This approach gives urgency, direction and purpose to all that Arizona state agencies do. 

Over the past decade, the Arizona Management System has resulted in remarkable success and has also itself matured and improved; in 2023 the AMS elements were reimagined to harness the skill-building, transparency and efficacy of AMS to achieve the ambitious goals the governor’s office has set. Measurable success in the governor’s key priority areas requires a collective impact approach and will mean measurable improvement in the quality of life for Arizonans. 

Using a people-centered approach, Gov. Katie Hobbs’ administration is working to make state government services better, more transparent and more accessible to the people we serve.
